Hot button topics work. Listen to the radio, they do it all the time. If it angers people they will come.
Religion
Race
Children
Drugs
Gay Marriage
Violence in the Media
Etc.
That is off the top of my head.

You will have to get traffic to your website first before any forum you create on your site helps your traffic in any way.
Most often it takes a long time to get a forum going, you’ll need to have a substantial number of posts and members on your forum or else it will look abandoned or empty, most visitors will not stay or use your forum if that is the case and you’ll need to post topics that are relevant to your targets that is the visitor you’ve created your site for.
Why not start with creating relevant content on your website first, and then use other ad media to drive traffic to your site, when the visitors to your sites are substantial enough then start a forum.

It is best to be knowledgeable in the forum you are creating, or at least have a vested interest in the forum’s focus. Say you are a big fan of your local minor league baseball team, or own all of the Mama’s and the Papa’s records, or have a fondness for collecting bronze statues, whatever interests you in your everyday life, start a forum about it. It also helps if the forum is focused on a hot button issue to attract chatty members. Also, check some starter articles at hope this helps!
